No I bought one from GameFly a few weeks ago and was able to give it away fine. In fact, the key I originally activated for my own copy of Skyrim was a North American one. Still worked fine.

I bought an UK retail version of Skyrim from amazon.com at launch for my brother and it worked perfectly, so no worries there.

But as I said it's not region-locked, so the only thing that could go wrong is the site won't let you buy it, in which case you won't get charged anyway. My copy of Skyrim was activated via a North American key from an American retailer. Like TrinityGlasfille says, it's only RU copies that are region-locked.

I might be able to proxy a UK site, but I'm not going to spend money based on the assumption that it will work. I appreciate that you have experience with the issue, but I would rather deal with a certainty. Thanks anyhow.

Even if you manage to use a proxy and make the order, you'll need to give your phone number for them to send some kind of pin or something, for safety measures. That's so gay.

That's annoying! Yeah I never had to do anything like that. Not sure why - maybe it was because I provided a UK billing address or paid via Paypal or something else. No idea. I'd get one for you, but they won't let me buy another copy, which is annoying as I wanted to give one away. Oh well :(
