What are the limits when creating a new Steam account (and how to lift them all)?

Hey SG

I have been wondering what the requirements are if I for examle make a fresh Steam account, and I want that account to be able to trade and drop cards. These are the things I have read my to:
Deposit/spend $5 on Steam
Steam guard
Wait 30 days (?)

Is there any other requirements and are the above thing right?

There used to be limit of not being able to get drops before activating a gift with game that has trading cards.

Edit: And yeah those 3 are correct.

If you fulfill all of the requirements to complete the Pillar of the Community badge it should get you to level 2 on Steam. VAC ban?
