Just like whitelists, sgtools-filtered, private and level restricted giveaways this is just one optional tool to determine who's going to enter your giveaways. With groups you can have a very specific set of rules that are hard/can't be forced on SteamGifts.
For example, my own group - Movie Addicts - was intended for the movie passionate crowd. With reviews for films and series added to GAs, watching movies together events etc. This current group is about setting a standard of high quality GAs.
There's no cheating involved. I can't see what's wrong with it.
Hopefully this gave you some clearer understanding of why people make groups. It's interesting to see this perspective though.
