Winning a game you can't activate! (Help)

What if you win a game you already have or win a dlc for a game you don't have? Can the giveaway be re-rolled? or must you recieve the game besides the inability to activate it?

I know I've seen a couple DLC that I COULD enter, even without the base game. Code works as intended 99% of the time, though.
