You cannot use email? There is a choice to send a gift as email on steam.

Sending the gift via mail doesn't always work. 2 of my winners hadn't checked their mail so I had to add them on Steam.

Main reason not to, is because by gifting via e-mail, the winner will be told sender's e-mail address that is connected to the sender's steam account.
"For security purposes, your friend will be shown the email address associated with your account."

That actually happens too when you send it via Steam, you still receive the exact same mail

it's up to you to decide how you will deliver the win. email, add friend on steam, or send the key on sg.
then wait 7 days, if they don't reply, ask for a reroll with proof that you tried to reach the winner.

Someone won the game i put up for giveaway. But the persons steam wont let me send it (he or she has on private/friends only settings). I've sent friend request to the person, but there is a limit to how much effort i will spend waiting for the response...
