If you're using an older version of any browser, it's possible the setting error is within the browser rather than due to your PC settings.
You can skim through this site to see how to access timezone settings on various operating systems or older browsers, if such would be of benefit to you.
Past that, after double checking that your timezone isn't a non-DST variant of a DST timezone, you can attempt a manual resync to whatever server you're connecting to for your timezone information (done through the timezone settings page), attempt a sync to a different server, and finally attempt a computer restart.
Failing those efforts, I can only assume that it'll be necessary to resolve the matter through ritual sacrifice of your computer.
Remember to always check for innocent passerbys before defenstrating any hardware!

I'ts on your side only, AFAIK site must use UTC standard

I had a similar problem last year where my created giveaways were 1 hour off from the time I set because I created them before the daylight saving time change and they ended after the change. Not sure why you have a 2 hour difference.
