Some one selling his Steam Gifts gifts

HI!
I have recently seen an user in an israeli foru, which tries to sell his gifts he got from Steam Gifts,
and I found it EXTRA IRRATING! BECAUSE HE F*CKING GETS A FREE GAME FROM KIND PPL AND USES IT FOR SELL!!!!!!!!!!!!!!!!!

Also, I don't see any evidence he's from Steamgifts. If you have it, you should obviously show that to the mods.
