Problem with the first idea is that there's no way to send the gifts to the site first. As it's a Steam gift, there has to be an account to send it to. And that account can't communicate with SG itself and wouldn't be able to send out gifts. Not that I know of at least, but I'm no expert.
As for the second, sure. That shouldn't be much of a problem. All you need is a button like "Add another game", a thingie to check if you want both games to go to the same winner or not, and you're done. More or less.

Before I start, I'd like to stay sorry for my english, which isn't my main one. I'd like to share some of my ideas, which would perhaps make steam gifts better and to decrease the amount of fake giveaways, scammers e.t.c.
First Idea: Better Gifting System.
Unlike now, where people who create giveaways have to manually send gifts to winners, they would rather send them to the site, before the giveaway is created. Only then, if mods would approve that the gift is leggit, the creator of the giveaway can have a permission to create one. With that system included, there would be needed a new page, where the gifters could see the games they are currently having to giveaway, which sort of works as steam inventory. You could get them back, if you'd like to before the giveaway is created. If the gifter wants to create a giveaway, then he should select the gift, and then select the options for the giveaway, such as time of beggining and ending of it. After the giveaway is finished, the system automatically sends the gift to the winner's e-mail. This system would decrease both fake giveaways and name/avatar changing scammers to 100%. Tell me what you think.
Second Idea: Double/Triple+ Giveaways.
I've noticed some gifters want to giveaway 2 games to a single user in one giveaway, then why not to make it being avaliable to do so? For example, when on the giveaway page, it shows the gift as (for example) Portal + Portal 2, which means the winner would get both games, not like Portal goes to a winner A, and Portal 2 goes to a winner B. Againm, tell me what you think.
P.S. Sorry for the wall of text, lulz.
