Wolfenstein german edition

A while ago I decided to give Wolfenstein : NO a try and found out that there are actually two versions of the game.
The original and the German Edition.
So purchasing the cut one wouldn`t prevent me from activating the other one - they are different entries in one's library.
Now I think it would be a cool gift for game collector's to own both versions, but I can't make a GA for the "German Edition".
Also I don't know if the german edition is region locked and can't be activate in the rest of the world, but if it's not I think it should be added to the GA list.

So can someone confirm that the german edition is region-locked or not?
