Help please? How do you get to steam's gifts notifications screen?

where it tells you 'gift sent', 'gift redeemed' + time stamp, etc.

i can't seem to get there, steam tells me i have 0 items in my inventory history,
but when i send a game and go to 'manage gifts ...', this screen shows up once.
the next time it doesn't show until a gift's status changes and it shows up once more.

does this make any sense?

I'd appreciate any help, a demo steam link would really help.

when you send someone a gift, the next time you go to 'manage gifts and guest passes' it takes you to a screen,
that shows you all of your gift history.
this only happens once, for every time a gift's status changes (sent, received, redeemed).
i'm trying to get to this screen, without sending a gift first every time.

i saw this thing, but it just tells me '0 of 0 History Items' while i sent and received a couple of gifts already.
it works for everyone else?
