I specifically informed that I will send the gift through steam. I added the winner as a friend and told him that I will send his gift in a minute if he has time. Then;

xxx: you will send gift IN STEAMGIFTS how all users
uchiha_itachi: it does not work like that, i will send your gift through here
uchiha_itachi: you will mark your gift as receved on steamgifts
xxx: or you send gift in steangift or you take ban in site
xxx is now Offline.
He unfriended me. What should i do? I don't want to send any gifts like these kind of people, it makes me sick.

Agree but where one more way to send a gift - send gifts to his email (could be find on SG). I'm not sure reroll is possible here cause winner don't refuse gift. I very want to add him to BL if he don't change his opinion after reading FAQ and rules.

Steam only allows you to send gifts to your Steam friends (inside Steam).
You cannot send a Steam gift to an email or an anonymous user.

Go to your inventory, click on gift, click send, choose "send gift via email", fill letter, click "send".
Email address could be find on steamgifts: you need to go to your ended giveaway, choose "Winners", take email address under winner's nickname.
It's able to do without friend-requesting.

Sorry I wasn't clear.
I meant current gifts (not legacy).
Currently, if you buy a gift, you must choose one of your friends as a recipient. Gifts don't go to your/his inventory anymore.

Either excessive hostility by a winner in the period following a win or user refusal of a gift for any reason can be used as grounds for a reroll.
This doesn't near meet the criteria for the first, but if the OP screenshotted the conversation, they may be able to push for the second, assuming staff doesn't have a stupidity exemption clause.

I never put in the description whether it's going to be a key or a gift, nor does anyone have to, and I've never had anyone complain about it either. There is no logical reason why anyone would refuse getting the gift through Steam, unless they actually planned on abusing the key they would have otherwise gotten. (There are, of course, illogical reasons, like not understanding how things work at all.)

The only reason you'd mention it's a gift is when pricing differences make it unlikely you'll be able to send the gift at all, but then you should have it region restricted anyway.

I did make an oops by declining a FR when I did not realized I won a game ( am kinda paranoid about them) but quickly fixed that and apologized though :P

This person is an ass though and I would indeed ask for a reroll and blacklist/block after that

Funny you write that! I made a quick GA yesterday and it was a Steam gift. Sent a friend request to the winner but he refused and blocked me. Tried email but no answer so far. What a waste of time!

Sounds like the winner isn't aware that people also gift via steam and it's not always through SG and as mentioned above by Jeridex I don't think English is their native language either. I really think their might be a communication barrier. It's unfortunate how it turned out. The person is going to miss out on a copy of Counter Strike.

Hope the situation turns out ok, uchihaitachics. And as Oppenh4imer mentioned above me Unlucky 7 is a really good group you should check out.

Almost a year ago my very first reroll request was approved within four hours. Now I have been waiting for three days, giving the winner enough time to mark the GA as not received (which is very funny when failing to accept the gift for seven days is the reason for the ticket in the first place). Times change. ¯\(ツ)

I don't think they are straight up lies, but there is definitely some inconsistencies - 2 reroll tickets submitted with 1 minute of a difference, the newer one solved in 20 minutes, the older one still wasn't solved when I closed it myself 4 days later. Or an user report I submitted 2 days ago was solved yesterday, meanwhile I have user reports in the same sub-category open for over 3 months.
