I specifically informed that I will send the gift through steam. I added the winner as a friend and told him that I will send his gift in a minute if he has time. Then;

uchiha_itachi: i will send your gift in a minute if you have time
xxx: you will send gift IN STEAMGIFTS how all users
uchiha_itachi: it does not work like that, i will send your gift through here
uchiha_itachi: you will mark your gift as receved on steamgifts
xxx: or you send gift in steangift or you take ban in site
xxx is now Offline.
He unfriended me. What should i do? I don't want to send any gifts like these kind of people, it makes me sick.

Really sorry this happened to you... I hope you keep in mind that many, many members of this site are quite friendly and do understand the rules. Unfortunately there are always going to be some that refuse to read the rules/FAQ (or simply misunderstand them).

reroll ofcourse, as soon as possible, just send that conversation as proof in the ticket, the 7days limit is to get in contact with the winner, and he already made it clear he doesnt want it. you cant even send steam gifts through email anymore.

Please let us know when you hear back from support. I have no doubt that a reroll will be accepted but make sure to send a ticket as soon as possible ("Request New Winner" -> "Winner Rejected Gift" is appropriate even though the winner demanded that you send the gift another way while refusing to accept it). That should be a fairly high priority ticket but might still take a while because there are only so many support volunteers and a lot of tickets to go through. If it takes more than 7 days (it probably won't, but it still might) then don't stress or give in - even if the winner marks it as "not received" that will disappear when the reroll happens.

Just make sure not to publicly reveal who the person is. As much as we'd all probably like to know, it's against the rules to "out" someone like that.

If anyone ever responded to me like that I'd demand a re-roll. I'd sooner take a ban, even a permanent one, rather than cater to such ungrateful people.

I really wish we could see who the winner was. Would BL him as well, to prevent any possible future headaches. I don't usually BL people unless they are repeated rule breakers or their ratio is something ridiculous like 200 won to 0 given, but this guy is something else! :D

A reroll would indeed be the best choice, but that won't work for you if you were planning to do a gift giveaway, as the sale will end in 8 hours, and as noted above, tickets take days (sometimes even weeks or months) to be resolved, not to mention it's highly unlikely the game will go on sale again too soon.

Instead, you should send a "Delete Giveaway" ticket, with the exact same reasoning -winner (rudely) refused all contact attempts- and proof (that's the vital part).
Then, as a safety net for future giveaways, you could raise the entry level, since lower levels (to which I'm pretty sure that person must belong) are more likely to be populated by the "leecher" type of users - a.k.a. those who are here only for profits and free games.
