If you mean how you make GiveAway requiring certain level, then point 7 in GA creation page is Contributor Level and you use slider to choose what level your GA should be for.
If you want to make GA for certain level users and this level only (For example only lvl 1 user, lvl 2+ won't be able to join0 you can make private GA using http://www.sgtools.info/giveaways/manage and set both min and max level to level you want (min in GA creation, max in SGT)

Thanks, appreciate the info and links I will check those out.
Main thing is there is no slider at all for me when I create giveaways, perhaps it is because I am still only level 1.

Slider should be at the bottom of the page just above description. Sometimes the page might not load all the way so try refresh.

it shouldn't be like that - you sohuld be able to create Contributor GAs no matter your level. Can you screenshot and paste image of the bottom of your GA creation page? Maybe some addon is blocking this option for you, it should look like this:

Came back from a reboot, and now the slider actually slides.....can't explain it. Thanks for the help, I hope to do a lot of giveaways here, just found this site a few days ago.
