To make a giveaway, the first step is that someone must acquire a game that they want to give away. Sometimes it's from people being generous, other times it's because they have a spare copy they want to get rid of, sometimes it's because the developer is using the giveaway to build publicity for their game (happened with Rochard this week). For the generous motivation, cheaper games will be more common. For the spare copy giveaway, they need to get a free copy somehow.
Portal 1 is cheaper than Portal 2 and lots of free copies of Portal 1 were given out as part of the Portal 2 pre-order. So Portal 2 gets given away less.
As for the publicity giveaway: Portal 2 is already a widely known game, especially among Steam users, the extra publicity won't help.

Beggars can't be choosers (if you're asking for free stuff, you accept what you're offered gratefully - otherwise you're a douchnozzle), and anyone who has an account here and ever entered a giveaway is a beggar.

Want Portal 2? Wait for a giveaway. Don't want to wait? Obtain it yourself: ask a friend or family member; hop on over to SteamTrades and offer to trade something for it; or buy it yourself (though I suppose being unable to afford it would hamper that).

For example, I'm hoping to see a Prey giveaway. I have only coupons to offer people in trade, so I'm not sure the second option is viable for me. And, clearly, I can't afford it or I'd just go ahead and get it myself. So, I wait. And wait. And wait.
