I had plans to put this on their steam forums, but wasn't sure how long it would take to receive some help.

Alright well a few months ago (When PD2 was bundled) I got Payday 2 and decided to load it up. Honestly I could barely run it and had a laugh at how the models in game moved, but decided to just wait for a sale to get some DLC, but then the Microtransactions happened and I lost the urge to reinstall it and play it. Well a bit ago they were giving away some masks for a game and I decided to reinstall it to get the masks and possibly play it, but then . . . well it wouldn't start. Steam would show the little "Running." for half a minute before disappearing and well the option to launch the game would come back up. Idk what is causing this. I've played this before on this computer I tried Verifying the Integrity Cache and reinstalled it 5 times and still nothing seems to work. I even deleted everything PD2 related on my Laptop and tried to install it again and had the same damn problem. If anyone can help me with this problem that would be greatly appreciated.

Payday 2? You're not missing anything.

[Not actually a] joke aside, make sure to both delete all remaining game folders and restart the computer before reinstalling.

Internet results also recommend finding IPHLPAPI.dll and PD2APIDLL1.DLL from your game folders and moving/copying them to desktop.

Dang. . . with that comment and profile pic San's quote would easily fit here. I'll try that out.

Hmm no idea here. Usually people with this problem had installed mods prior to the update, in most cases, Hoxhud.

I never touched mods for PD2. Honestly didn't even know there were mods for this game. Still I'm going to try Pavel's suggestion about the missing DLL.

"Here try this out.

It turns out the problem is the d3d9.dll file. The game should run fine just download the file and replace the one in your D:\SteamLibrary\steamapps\common\PAYDAY 2. The file you need to replace should be named D3DX9_40.dll Have fun guys. http://www.mediafire.com/download/d4zqg79gukz13hy/d3d9dll-34778.rar"

In all seriousness, though:

Well a bit ago they were giving away some masks for a game and I decided to reinstall it to get the masks and possibly play it

What kind of game? Are you supposed to play a round to get it?

It was the Dead by Daylight game I think (Which is a new MP survival game where one person plays the killer and the other 4 play the victims[?]) and I just heard that you needed to install and run the game and on the main menu it would notify you that you got the new masks.
