Pretty sure it won't activate as both BO1 and MW3 have had region locked keys so far. Unless, of course, you use a VPN, which you can technically be banned for.

As far as I know, there are no region restrictions on Black Ops 2. This can be checked through checking the app ID numbers from the Russian store and the UK store. They were the same last time I checked :)

in most case,there's nothing wrong,but when u need support ,valve staff may ask u for proof of purchase(cdcase,cdkey scan pic,disk photo etc.)

You will need RU VPN to activate, but that's forbidden by Steam EULA, so they can ban you for that. Not worth the risk.
I bought CoD MW2 RU, BO RU and MW3 RU, but won't buy BO2 RU because of the recent changes to tthe Steam EULA.
