I hate people who will be going to get more then 1 key to increase theirs contributor.

normal keys far as im concerned. theres a finite supply, its a giveaway, see no reason to block them, especially if the site is fine with those 1 dollar keys being given away for 20 contrib.

Raptr said there's a "Few thousand" keys available, so if you think of those few thousand, how many actually end up here? Probably not that many.

Well, you would need more than one Steam account that meets the requirements, and then needing to create more than one Raptr account. This is of course against the Raptr Terms of Service regarding " You may create only one (1) Account and you must complete the registration process by providing current, complete and accurate information (including your email address) when prompted. If your contact information changes, you agree that you will promptly update the Account information to reflect those changes". I'm not too sure on how well this can be investigated or if Raptr prevents people from creating more than one account based on the user's IP address... So, yeah. If someone does get more than one and somehow it can be proven, then it would be considered an exploit due to the fact that it breaks Raptr's Terms of Service.

not likely, they would need several steam accounts with several hours played of the selected games.
