If you cannot make giveaway for it it was given away for free in the past :)

You cannot make giveaway for a free game ( Unless if the game has just been given away on mass somewhere ) .

Most of times if that happen tho , the Steamgifts police will make sure to spam your giveaway that the game is free somewhere.

So if the game is in the list , go for it ! ( Just make sure you are giving away the Correct game , cause often there are games with SImilar names or a GOTY Edition etc )

The fastest way is seeing if you can create a giveaway of that game, even if you don't want to do it. If the game isn't available in the list, it's because it was free at some moment
