Nonsense, there are very limited cases where EU can't gift something globally. So just check regional prices on SteamDB and see if what you want to give is one of those. Often it's only couple countries which you can check out here if it's something you really want to give anyways.
So if country/region is 15% more expensive than EU, don't gift to those.

Not that much, it still requires something to be more expensive elsewhere than in EU with all our taxes. And like I said, that is very rarely happening especially for +15% more. I know this is hard to understand for people living in cheap regions like US. :P

The official info on Steam is obviously outdated, so I would not count on any support from them, if things go wrong, even if it's obviously their fault.
Some people report, that gifting is currently restricted just to within -10%/+10% bracket. Others, like you, say it's only for +15% more. Maybe it is, maybe it's not, maybe it was like this a week ago, but Steam has changed it. Seeing that some of their info is outdated, I would not trust the numbers even if I found them someplace posted officially by Steam.
You could safeguard yourself limiting the GA to Lootboy SG, which allows GAs to be deleted/rerolled. This however could take time, and I assume, that you would want to buy the gift during a sale. So it's also not a comfortable solution.
To make it short, Steam messed it up so much, that I would either make the GA restricted just to my country or I would forget about this.

I'm not basing anything at all on what Steam says but on the experiences of people who have tried gifting and then reported potential problems here for example. So do you have any examples of someone in EU not being able to gift something to a much cheaper region? That is the only source we can trust since it reflects the actual rules, not some obsolete or just wrong information on some random page.
Why would they prevent anyone from paying more than their local price. Less is perfectly understandable.

Remember that the India government made TV ads urging people not to shit on the street. I watched some documentary about that issue and the reasoning for the majority of them is that "it's embarrassing because when you go to the toilet everyone knows what you're about to do there"......How is that worse compared to taking a dump on the sidewalk is beyond me

Well, i havent seen those ads, but it seems to me india government´s take on cleaning the country is counting on changing cultural habits.
