Try deleting all Steam files, except for your "steamapps" folder. Let Steam download the client & create your userdata again and it just might work.

Try to run a file integrity check from within Steam: it shoud force a check of the path.

Launch the install of each game you already had installed. It might just recognize the game files and simply complete the isntall without DL anything.

Yeah, this will happen. It is really boring as you have to install them individually, and you might not remember what games you have installed.

Only had this once with Dota2 just install the games again it will notice that all the files are in the folders and its back in your library without downloading anything (atleast thats how it was for me).

Same happened to me. I just had to "reinstall" them. As soon as I had gone through the process requred to start the download, it was back in the list. A boring job, but it works, as the games are still where they are supposed to be.

As long as your steamapps folder is intact, you're golden. If you wanted to, you could delete everything else but steamapps and reinstall Steam from scratch. As Steam goes to download and install games, it checks the steamapps folder for present files and updates the registry accordingly. Instead of downloading the files all over again, it makes note that they are already present. This, this is a
quick way to install your steam library on a new machine is to copy steamapps to the new drive and then install Steam.
