This could be an issue with the files. Have you tried deleting the files you have an redownloading the content?

Can you try a Clean Boot when downloading the files?

a. Log on to the computer by using an account that has administrator rights.

b. Click Start, type msconfig.exe in the Start Search box, and then press ENTER to start the System Configuration Utility.

If you are prompted for an administrator password or for confirmation, type your password, or click Continue.

c. On the General tab, click Selective Startup, and then click to clear the Load startup items check box. (The Use Original Boot.ini check box is unavailable.)

d. On the Services tab, click to select the Hide all Microsoft services check box, and then click Disable all.

Note Following this step lets Microsoft services continue to run. These services include Networking, Plug and Play, Event Logging, Error Reporting, and other services. If you disable these services, you may permanently delete all restore points. Do not do this if you want to use the System Restore utility together with existing restore points.

e. Click OK, and then click Restart.

^ question, is it safe to do this? (I didn't make system copy since quite some time and lately there have been some problems with avast bugging out so I may have to make system copy first...)

Now I don't know what to do. Try to do what they said or download it from other PC in my house (if this would indicate that it's not my PC's fault it's not working)

I have never found MS restore points helpful personally. Yes its completely safe, and no it wont delete your restore points. It just changes the things that start up. So unless you disable MS services, the worst that will happen is that you wont be able to start up certain 3rd party applications. Do it, then change the settings back when your done.

windows key + r-> msconfig. Instead of running a search.
Selecting "selective startup" is a wasted step. Changing any settings automatically changes the startup options to selective.

You should check your firewall, maybe its blocking the .exe. Dont disable the firewall but look for programs in 'quarantaine'

One does not simply publish terrible game, and then avoid all the criticism.

yeah this is safe. But the message "Windows can't find file 'setup.exe'" sound like a anti-virus program blocked the read process... be sure, that nothing of those are blocking the setup file. And you need enough space on your system drive for the temp files.

I added the sreenshot of the problem. Basically it shows up after trying to extract downloaded game files. And I have loads of space after cleaning my disc for Tera beta

have you tried to extract the files with winrar?

The screenshot looks like a "Self extracting RAR" those are extractable directly with WinRAR.

The problem comes from first file. I could unpack them if all were .rar

right click the first file - then choose "extract with winrar".

If this doesn't work, open winrar and then open the file in winRAR. That should work.

Its possible that this would be work without errors.
