Trying to get a friend of mine invited/registered. he's got some games that don't add up to $50 alone, but he also has DiRT 3 on his account which is $49.99, together the acct is worth more than 50, but without dirt 3 it's not. Is dirt 3 not even allowed to be listed as a game worth money for registering?

If he hasn't been able to register with the account because he didn't have enough points, then he couldn't have used your invite link. Check the account&invites section: if it appears as "not activated" you can give it to someone else, if it says "activated" then you cannot.

Oh I know... haha. He's also pretty new to using Steam as well though. He'd be the one person I have right now that I could trust to follow rules :(

At least it sounds like your picking good people. Too bad we have to have the $50 rule to avoid that. Just hang tight for a while, next time a $10 game goes on sale for a buck gift it to him, or sucker him into buying it one or the other.
