Cities Skylines. It's the current king of city builders
Usually goes for about €5 whenever it's on sale.. It's €7 on the ParadoxPlaza right now, sale ends in a few hours.

The game comes with access to the Steam Workshop, which has literally hundreds of thousands of custom buildings, props, maps, etc.

(I've got over 3000 hours in it, lol.)

Caesar 3 is my all-time favourite, has been bundled.
Tropico games have been given away free several times, so you might easily score one if you happen to be at the right place at the right time. :)

• Hinterland weird hybrid citybuilder arpg thing that works surprisingly well.
• predynastic egypt citybuilder lite but with lots of emphasis on.. diplomacy? also see marble age
