I bought the Deep Silver Humble Bundle, but own the Dead Island GOTY version already. My region should be NA, but there is no option for NA in giveaway creation. From what I understand per the rules, I shouldn't create the giveaway.
I've been searching the discussion board and it seems like some people create giveaways nonetheless by just stating the region in the description. In this case wouldn't the risk of the gift not being activated, or people complaining it is an NA key after winning fall squarely on the creator as it is against the rules?
I can't exactly identify how people are actually behaving because I can't see other region giveaways anyways, and there aren't many NA locks. How are people actually acting?

This is a real problem, as such obnoxious region locks are used by so few publishers, that the system doesn't recognize them.
Dead Island GOTY, however, seem to have a more lenient lock, as NA keys were confirmed to have been activated in Brazil and Germany, as documented here: https://www.steamgifts.com/discussion/Rm5bO/humble-bundle-deep-silver-2-bundle-region-locked

If you're still in doubt, I'd suggest not doing a public giveaway, as they're susceptible to auto-join script users (that won't even reach the GA page to read the description).

I had this same problem with this game and didn't realize it till too late. Fortunately the winner was understanding and I had the giveaway deleted. Still sitting on the gift and not into trading I made a private giveaway and just gave the giveaway link to people I knew were in the NA region lock area.

I didn't create giveaways with that particular bundle (and those games).
Instead, I dropped the keys in chat for a group I am in.

It's just not worth the hassle for a few dollars.

I tried to create a private giveaways and posted it was purchased in NA and would not activate in region-locked areas. Still, from a quick review it looks like half of the entries were from Europe. I was told by support that if I really want to give it away through SG, I should do a private GA with only select friends, which I plan on doing once I get deletion approval.

The others have done it this way:
Make a post indicating your rules (like NA mandatory) and demand every entrant to say they are from NA as comment. Then whitelist them (gotta clear first) and make a whitelist GA for those who entered. Or you can try http://sgtools.info/ for custom ruled GAs which may include a NA option.

Don't worry, Dead Island has an NA+ROW lock on the Humble keys. Anyone will be able to add it.
