So I am currently giving away The Witcher 3: Wild Hunt - GOTY Enter +2.
I said that people can enter for the dlcs if they own the base game. But what happens if someone who has the game and owns one of the two total dlcs. Do I still have to give him the full package or can I just give him the missing dlc? I mean he or I won't get an extra copy of the base game.

U can give him the key i guess? I once gave a friend of mine some games that is similar to this situation but he was unable to claim the last dlc as steam doesn't allow him

It's still best to double check as some will join and get the game even though they own it, and re-sell it

That's how it works, in a theoretical case of someone owning only the 2 DLCs they would get the base game from the same key.

It is basically up to you, as you can see by the FAQ:

Try to refrain from entering giveaways for packs if you already own the majority of the games contained within. The giveaway creator may request a new winner if you own a high percentage of the packaged games.

If you think the winner already owns too much of your pack you can always ask for a new winner and I'm sure support will help you.

It depends on how much work they have. Usually supports answers rerolls pretty fast (I've had tickets answered in minutes or a couple of hours) but sometimes it can take several days.

That can't be answered upfront by anyone else than support. Usually it should be done in 24hrs if there's no rush.

I believe Bulgaria uses the Euro on Steam? If so, you can safely send to every region without any risk- otherwise, do keep in mind that Steam restricts to a 10% currency difference between your region and the winner (if their region has a higher value currency).

How fast do support respond

When support is slow, it can take up to a week, but usually it ranges from within a few hours to within 2-3 days. These days, with a fresh batch of support members and some dedicated support members being active, within a few hours seems the more likely outcome. That's especially true right now, considering that the site currently lists 0 active reroll tickets in the Queue (Kudos, staff!); As such, the only thing you'll have to wait on is a support member actually logging into the support section- which, again, should be quite fast, considering current staff numbers.

No, if you're on the Euro, the only thing you have to keep in mind is the fact that people from the US [as one example] can never send to you, as the Euro has been holding at a steady 15+% (typically around 17-18) over USD for ages now. Add in trend of video games releasing in the EU at equivalent prices (eg, $50->50E) and it'd be a notable aberration that favors USD enough to be able to be sent.
Otherwise, as the strongest currency, it'd need to take a 20% drop in value before ever having to consider risks when sending to others- so, barring a game releasing where the publisher deliberately and inexplicably tries to offer it at extreme discount to the EU, anyone on the Euro can safely avoid thinking on the matter.

I'm super okay entering for DLCs where they'd cost more to buy on their own [meaning you're still getting the same cost benefit as any other entrant] or where their value (due to being unbundled) composes the vast majority of a package with a cheaply (ie, tier 1) bundled or previously-free base game.

Otherwise, no; Entering for DLCs is typically an extremely self-centered move and is dickish to other entrants, regardless of the GA creator's allowances. :X

The worst may be when someone asks to enter on a $50 package for a $2 DLC, which I've seen happen multiple times. :X

I guess OP is asking this: If winner owns base game and one DLC, could OP purchase a gift copy/key for the second DLC and give that to the winner and keep the package for another give away.
I would say NO, because you would get more CV for your give away than the DLC, you're actually giving away is worth. If you create a give away for a package, you have to give that package ...or re-roll the winner.

In your case, it means you let people enter for the roughly 50-hours DLC pack on top of the 300+ hour game, meaning half of the purchase price and over three quarters of the play value will be wasted as the winner already owns Witcher III. I would not let anyone enter or win if they own the base game and the reroll will be granted in such cases.

Yeah.. that's such a waste, if the GA creator isn't going to be delivering the DLCs individually, and changing the giveaway to match.
I mean, I want the DLCs, but not like this.

Here are the things you need to consider:

  1. Creating a giveaway means you are promising to give the winner whatever game (or package) the giveaway promotes. If you promise a package, you are responsible for delivering the entire package (even if you give it in separate pieces). Your winner will be held responsible for owning what you (supposedly) gave him or her. [This is why you don't promise one version of the game and deliver another.]
  2. You have the right to decide who may enter your giveaway in regards to those who have partial ownership of what you are giving away. You may exclude those who own even one DLC of a pack, or allow entry to anyone who can click the Entry button, or anything in-between.
  3. It is suggested that you clarify what you will allow in terms of ownership from the beginning (if possible). Deciding to restrict entry "after the fact" doesn't go over too well.

I've seen staff previously clarify that they prefer you to do a Change Giveaway Game down to the individual DLC, when providing individual components, so that the giveaway properly reflects what is being given (with the consideration that GA creators can always provide extra over what is listed, and that any additional components delivered would fall under that 'extra' category). Thus, 'properly', you'd change down to the Season Pass or individual DLC, as is suitable.
In practice, I don't believe staff really cares about anything other than the winner having all the content in their library after-the-fact, and that you actually deliver all the content promised in the giveaway title [as per Khalaq's 1 point above]. Thus, if it comes down to them only requiring a single DLC, you can choose to either Change Giveaway Game down to the individual DLC and send that, or you can send the full package (wasting most of it) and get credit for sending the full package.

tl;dr: You need to send everything that is promised by way of how the giveaway is labeled, even if the winner already owns some of that content. So long as the giveaway winner indicates [ie, via a comment in the giveaway] that they received all the content that a new listing would provide, you can do a Change Giveaway Game to a different version of the game to match what they're actually receiving.

You have to be able to match the new giveaway to another actual Steam listing but, yes, so long as the winner leaves a comment confirming what they received, staff can still adjust the giveaway [to another variation of the same content] for you after it ends. Given that you're directly reducing the same content as you already have listed, staff may not even require winner confirmation for this particular kind of adjustment.
Either way, in this case you'd presumably be adjusting it to the expansion pass or, if the winner has one of the DLCs already, to the specific DLC they're missing.
