Good idea in theory, but in practice, I think it's probably a bad one. Many games are removed from the giveaway list for a reason, and if people don't bother researching, they'll just put their otherwise unallowed games up. And they'd be support hell to enforce if something goes wrong. Not to mention the potential for winning multiple copies...

It would fall under "misleading" or "fake" giveaway, so I would think so.
