the amount of milliseconds from data from your computer to reach the server, the lower the ping the better. And the moon is a good place for astronauts, what else are they going to do in space excpet... (finish this)

You can just use your neighbor's computer by switching all of your network preferences to "on" and creating a network bridge between the two computers, then sending the installation packets via command prompt to his machine. Also make sure to enable remote desktop connections, then disable firewall and turn on port forwarding for your router. It'll be super easy to host from right next door, and the connection will first go through your computer so your ping will be amazing! And if you're in range of a big company, use that one, as it'll work even better.

You can't get one for that much. you can get VIRTUAL private servers around that easy though. google 'VPS'

10$ wont get you far. If you want a single server instance for a single game you can get it with that money, there are lot's of web pages that offer preconfigured dedicated servers(google it). If you want to be able to install a bunch of different game servers then you need your own dedicated linux server with full acess with ssh and that wont get much lower than 30-40$/month. I don't know first hand about really cheap ones, I've only used leaseweb(netherlands) and ovh(spain/france) and they wont work for you due to ping.
