Bought them both, I am from Romania, activated both of them as "Fallout 3 - Game of the Year Comp" and "Fallout New Vegas: Ultimate Edition".
Fallout 3 GOTY shows I own the game, but it shows I don't own Fallout 3 plus all DLCs, they are different games or what ?
Fallout NV shows "An error was encountered while processing your request: This item is currently unavailable in your region when trying to go to Steam Store page. Also it shows I don't own Fallout New Vegas on the store page.
Both games installed and launched without errors.

Fallout NV redirects to https://store.steampowered.com/app/22380 It has english as main language, activated just fine, sad that it doesn't show anything in the steam store as owned, is like I haven't bought it. At least it shows I have it on my games list and as currently played game.
