Engine-wise yes, but Payday 1 had better mission design. Overall I would recommend PD2 over PD1, though.

Usually Amazon US deals only require a US address. (I usually put in a hotel address somewhere in a state that doesn't add any tax to the purchase.) And I at least have never had any game bought from Amazon US removed from my Steam account (and I think I saw a post by the Amazon representative on Reddits GameDeals say that they don't really care if the address you use are fake or nor, but don't quote me on that).

Hell yea. Payday 2 is great. I play it a lot with my cousins. Only thing is that it's only really fun with friends.
