The last digit of a number is always the multiplicative of the last digit of the squareroots - no matter is 1, 11 or 301, the last digit will be 1x1.
Only 8x8=64's last digit is 4, and 30x30=900 - so you're looking for the highest number ending with 8, that's smaller than 30. Voilá, 28 :P
