Most likely, you get an install disc for ME2 but no CD-key. Making it pretty much unusable. So all you get is half the shitty game you bought and a useless install disc for a better one. Of course, they can just activate the game on Steam but it still suck when you're installing a game and have the wrong disc in hand. Someone at the manufacturing plant is probably gonna get fired over this.
