I don't see anywhere that it's only for Germany. Mine says (EU), so I guess there's a different amount for different regions, as happened with Airport Madness 3D.

In any case, the game is pretty bad (46% positive ratings in Steam atm, 51% SteamDB rating)

Has it ever occured to you that maybe they give you trash because their entire "service" is trash?
It's all about the revenue from advertisements and affiliates. They stocked up with keys that have been bundled or given away for free like 10 times and giving them away, they don't lose much this way. They would lose however if they would give you 50$ games in exchange for few daily clicks.
It has nothing to do with multiple accounts since their main goal is to get many accounts as possible, then use their referral in bullshit apps like german tax returns and whatnot and they don't even deposit the diamonds to users for them - so who is cheating who?

They don't have the options to buy 5 or 10 at one time, but I could buy 10 today, supposedly 10 more tomorrow.

As I understand it, you are from the USA, and they apparently put a limit of 1 pack for the USA, and 10 for Europe. But this is not so bad as for the United Kingdom, where these packs are not available at all.
