Group recruitment is exclusively for groups that giveaway on SteamGifts. You can advertise in "User Projects".

It doesn't look like it would fit in "User Projects" either. It's basically an advertisement for a CS:GO group that doesn't fit in the advertising rules on SG.
User Projects: In this category you can show us projects you are working on. For example you could share a website you are developing, a YouTube channel you recently launched, or home renovations for your gaming / theater room. Projects do not need to be gaming related. You are limited to one open discussion per project. Each discussion should have work-in-progress or a finished product or service to show our community. Be considerate to not repeatedly bump your content if the community is not engaging with your post.

The "group recruitment" is for groups that are mainly focused on giveaways on SG. The "user projects" are for what is stated above. This doesn't fit in the guidelines and shouldn't be advertised in the discussion boards.

Would you like me to remove the "gaming" tag from my steam group? So we're just called Peekyboo Giveaways? Have you checked out my steam group? Its literally all giveaway related.

Only if your giveaways are hosted by SteamGifts. You can't advertise here in the discussions giveaways you run on another site.
What you can do is create a giveaway here, and advertise your discord channel in the giveaway description.
