Steam is pretty rididculous in that matter. Users having Hitler portraits or other fascist stuff as their avatars remain unchecked while harmless stuff like this screenshot is getting banned immediately.

In my jurisdiction the public depiction of propaganda material of unconstitutional parties or groups is prohibited by law. However, since Steam is American I will have to move along here.

You say that as though fascism is morally wrong, but in reality fascism is just another form of government. Many fascist leaders have committed atrocities, sure, but that doesn't make that form of government evil. If it did, I could also say an extremely high number of Christians in power have committed evil deeds, therefore Christianity must be evil. That's not the case there, and it's not with fascism either.
Even if it was evil, one is allowed to express one's own opinions or make political points by setting their avatar as Hitler if one chooses. However, sex and nudity in America is generally not allowed to be shown to the public at will. You can legally organize a protest saying you want America to become a fascist nation, but you can't just go around flashing your junk. You can, however, organize a nude protest, as then it recieves first amendment protection.

In fairness, this representation does lack medical accuracy, and the image was probably censored so that it did not mislead impressionable rookie surgeons.

Personally I'd take it as an invitation to try harder next time...
