Steam key verification

I have a key to a game that I already got on my steam account, and I want to make a giveaway of it. But I'm not sure if it is region restricted or something. Is there a way to verify this without activating the key?

If not, can I make a private giveaway with a big * that will say "not sure if this work"?

if you already own the game it won't activate on your account, but it will tell you if the key works

This, and if you don't own it let someone who does own it test it.

Make sure you know the person before you randomly give them a key to test.
