They could lie that they pay above average. I have no doubt that if people are shameless enough to buy these bundles for less than a dollar, they would have no problem lying.
Also, we have no way to verify whether their claims are true. So, I think it pretty pointless to implement this feature.

If people put their giveaway as above average and fail to give that away then 1) People can mark their giveaway as not received, eg. You put up another pack as a giveaway, say Orange Box but only give the winner HL2 and none of the other games.
2) They would probably get banned for misrepresenting their giveaway.

I think there might be a problem with some of the bundles having 3 types. Just going with HIB 4 as an example: If you buy it under average at the moment you just get the basic bundle, however if you got it under average earlier you have HIB 4 + HIB 3, however if you got it above average at any point it is HIB 4 + bonuses + HIB3.

As per the rules you are only allowed to give an unused gift link. So if they paid above average, they are required to give you both. Also, it is piracy to split the keys from one HiB link between multiple people, or for multiple people to download anything from it.

Its usually the first question people ask when someone gives one away anyway so why not make a rule and make it more convenient for everyone?
