did you even bother reading what is says in that text of the tweaker?
and the tweaker doesnt automatically download those patches you have to download and install them via that tweaker.
Btw on the arks layer site is guide how to make an account.
Also cant help you with proxy i could connect fine to the game without proxy but im not playing it anymore.

Here's a pic of what I see. I downloaded the PSO2 Tweaker from Arks Layer, and it says the server is offline, going to try the proxy they recommend, but besides that, on the site it says the tweaker automatically downloads the english patches, but my game is still in Japanese. Also, trying to find out where I need to go to make an account for the game too. Can anybody help? I just wish this game would come to the West already..
