It's so context dependent, for example, have they continued to not activate games or was that the only game they didn't activate?

My opinion is check the rest of their won giveaways. If the ones not activated all are in a certain time period(most possibly when they were still new to SG) and after that they have everything activated normally maybe let it slide since it's been long enough and it could just be that they were idiots who just didn't read the rules but found out later and corrected themselves. If however they appear to do this on a regular basis may the banhammer of justice fall on them!

I'm sorry to bring this up to public attention but:

a 3-months user was reported for not activating half of his gifts he won in the last 2-3 weeks. He also re-gifted two of them. Ticket is still open -for one week now, it's not answered not closed. Proof is simple and straightforward, a crosscheck of his won items against his steam library.

On the contrary, during this week a friend of mine got suspended for a month for breaking the exact same rule. That was really dumb of him and a fair reaction i guess. But that fact made me wonder: Is support dealing with some tickets instantly and some tickets really slow? or is there some kind of immunity for some users? :?

Edit:
I voted "no" by the way, i think a year is way to much time for such transactions. However if the user has a pattern of not following rules that comes to now, then a year's time of misconduct should be taken into consideration.

There are a lot of tickets to go through. We try to focus on dealing with the older ones, first, but there are many ways beyond a ticket that a person who was naughty might catch the attention of Support staff. When we stumble across a violation, we also try to find relevant tickets which may be outstanding.

Well, when i read "many tickets" i honestly thought about a hundred tickets, not hundreds of hundreds. I hope you'll come across with a more automated procedure for checking some violations. ;)

In this case, "many" means thousands. Most tickets I've seen required clarification, corroborating evidence, or refiling within the correct category, so automation would seem to be out of the question.

I reported a member who makes giveaways but only gives free keys (another title). One giveaway ended some weeks ago, and the winner marked received but only has the free game in his profile. The second giveaway was ongoing and it was noticed and deleted by a staff, and the member was suspended, but the previous giveaway was not deleted. Is that all to it, or should I reopen my ticket?

Are you referring to older tickets, here? Older tickets are not directly associated with your profile and will be dealt with once we find them in "the pile."

Well no, it's a new ticket after I saw the second giveaway, but I did mentioned both giveaways. It was resolved when the second giveaway was deleted.

Also, I was referring to this: "When we stumble across a violation, we also try to find relevant tickets which may be outstanding". I assume that's why my ticket is resolved.

IMO the having to activate a game rule is the stupidest rule on SG.

If you never enter a giveaway for that game again after winning, what's the difference? There is none.

The idea behind SteamGifts is for people to win games for their Steam account. The only reason you would purposely avoid activating a game on your account would be if you were planning on using it on some other account (e.g. selling the game to a third party).

It really depends on how long ago imo. 1-3 months definitely report. Once it's been about 4+ months I feel like it should be left alone, SteamGifts doesn't seem to have a statute of limitation so I guess it's entirely up to you though.

The punishment for not activating win is just a 5-day suspension anyway, which, honestly, is just a slap on the wrist. Makes no difference whether it happens or not.

i actually did a mistake like that,i won a game back when i wasnt really sure how the giveaways work (like 2 years ago).
guy gave me a duplicate key so i asked for a new one,and he said that he doesnt have anymore for that game and gave me a key for another game with the exact same price,i asked one of the support guys about it after some time and he said its ok. so i think long dead minor mistakes should be forgiven.

You did the right thing reporting him.
I reported one weeks ago for the same reason. He didn't activate some games he won months ago and is trading the gifts he won from me and one he won days after i gifted him.
