Lately I have been getting a few friend request from people with 0 Steam level. I just press ignore with those. Anyone ever accepted them? And are they just bots or scammers?

yep, a somehow new wave of bots, that tries to scam people.
they add you, and tell you that some friend of them can't add you to steam, so the bot gives you a fake link to a steam profile where you, probably, get your account stolen.

If you're not friends with them (friends only profiles)/they have a private profile their level will show up as 0. Even if it's not actually 0.

Example:

Got 5 of them and they're all bots telling you to add their friend. I tell them that their friend lowballed me and I delete them

Me. Specially from private profiles. Checked the first ones on steam rep, nothing. Started ignoring declining them for bulk.
Thought it was because CSGO. IDK but if it seems fishy, it probably is!

Yes, indeed. One added me a while ago, owned just one game, too.
I accepted and sent him a chat asking him what he wanted. I kept messaging him for five minutes, without any reply, so I just deleted him.

It's a phishing scam. You are mostly getting added by them if you are using TF2 Outpost. It's quite a big problem now.

Six already (always you see "unassigned" as user name on the invite), funny thing I noticed. The first was like 4-5 days ago, get the blah-blah-blah and the fake link almost instantly I noticed it was a scam and reported it, 10 mins later the same again (reported again), 5 min later one more but didn't accepted this time. Yesterday I got one, accepted, blah-blah, reported. 10 min later another invite didn't accept this time. Got one today, didn't accept and I didn't get more invites. It looks like if you accept the first invite more of this guys try to add you, but if you reject they stop (maybe was just coincidence, idk). Still, not all of them were lvl 0 accounts and some of this guys have hundreds of games on Steam, idk why you will risk yourself to get banned like that (but, maybe were stolen accounts).

The ones with legit profiles are probably people who fell for it and got their account phished. All it takes is a couple people to get suckered then the lamers suddenly have legit profiles to use and sucker even more people with.

I get random friend requests all the time, not only from lelev 0 users, but from people i don't know and have no friends/groups in common.

I never accept.

These bots probably just scan the biggest groups or websites like this one, and start adding everybody to scam, somebody always falls for it.

Funny to find this just now, as just 5 minutes ago a lvl 0 with private profile tried to add me.
My spider sense was tingling and I pressed ignore.

I've been lucky, no bots thus far. I've got a handful of scammers (due to me posting trade offers on steamtrades), but there has always been a "real" person behind these (luckily they've also always failed).

Whenever I use a trade forum. It doesn't really effect me as I only accept people I met IRL or have spoken too online/in-game. Got some really terrible trade offers from them as well, sometime it an obvious scam or just someone who doesn't understand value or anything at all really.

Problem is some ppl falls for it and gets its account hijacked. I just received a message from a friend asking me to add his 'other' profile 'cause he is interested in my items. the link for the steamcommunity has a typo, directs to a clone of steamcommunity (the second 'm' in community is a 'r' - won't post the link for obvious reasons).
