  2. If you don't see it, restart the steam. If it helps not, just wait and repeat. Should be delivered within one day;
  3. It IS compatible with Vista/Win7 as the game has been patched, despite store page tells the otherwise;
  4. Even if it's not available for your region, you will get it.
(above statements are true only If you previously joined the Rockstar steam group before set time, of course)

Works fine on 7. The .exe you get through Steam is patched to work on 7, they just haven't updated the store page.
