There must be a problem with API, as even if you add the base game (which is free) and sync your account, it's not possible to enter the GA with DLC.

As the main game is profile limited steamgifts can't check if one owns it so no one is able to join this giveaway at the moment.

And in the end you would not recieve any cv for it because it were free at different sites...
