A while ago I had that same question, so did some googling .. couldn't find definite evidence, but it seems that Amazon -somehow- considers Steam competition for Prime Gaming

steam doesn't need to giveaway anything toi attract peoples. it stands out from all other platforms anyway. it is the best for the quality of the services offered

Probably the publishers dont want steam keys showing up on grey markets. Easy do get free prime and farm keys if that was the case.

good for Fallout 76. it's an online-only mmo game so i probably never would have bought it for that. i will buy Warhammer Total War 2 on steam anyway to have mod support and the achievements that does not have Epic and dlcs
