Pirates of the Caribbean had a $300 Million budget, so gta 6 needs more budget to top this :D

Licensing, marketing, all of the employees wages. It adds up.
In my opinion it will be worth the money. Rockstar will definitely make a huge profit from current gen consoles alone. Of course profit would be considerably larger if they're planning on releasing GTA for PC/next-gen.

Most on marketing.

Wasting lots of money on hookers, drugs and alcohol.

Most of those multi-millionaire games are terrible, compared to industry standards. The more they spend on it, the worse it gets (see SWTOR).
