Does creating an account for a site (which happens to be a store in this case) qualify as a "special action" in terms of SG's guidelines? Because the only things you have to do here are create an account and make an order that is free. Nothing else.
If this is not allowed, then why is the GMG XP Program allowed, for example? It requires you to not only have an account, but to also have spent a certain amount of money on their site to qualify.

- humble bundle requires registration to claim steam keys
- fanatical also requires registration to claim stuff
- GMG XP Program also requires a account and for you to spend x amount of money
- Indiegala also requires a account to claim free games
...and don't tell me this requires more effort, this is same as creating HB account, verifying email and getting your key.
