I have played Just Cause 2 for like 2-3 hours than uninstalled it. I guess Just Cause series not for my taste. I hope someone enjoys will win.

IMHO, better to delete the giveway than deal with the headache.
If the winner marks Received, he will be penalized for not activating XL edition on Steam.
If the winner marks as Not Received, cicatrix will be penalized for not sending XL edition to winner.

If XXL version includes the XL version... or if it doesnt. I dont think Steamgifts looks at DLC content?
At least support will be able to see its about the DLCs and not a shady GA.

I remember seeing XXL edition being given away under XL edition name as i recall. I will contact support before sending the key though. Thanks for the advice.

XL is Game and Season Pass.
XXL is Game, Season Pass and extra weapons/vehicles.
Listing your giveaway as XL but actually giving XXL is perfectly fine as you're providing everything included with the listed product. Listing XXL and then only giving away XL would be against the rules though. There's no need for you to contact support.

Other users gave you correct info.
Giveaway must reflect correctly game given away, but when you make GA for XL edition and give key for XXL, then winner will receive what was promised in giveaway. So it's fine.
Same way you could make GA for Witcher 3, and give Witcher 3 GOTY.
But for obvious reasons it does not work the other way around. Or when game given away was altered in some way. So making giveaway for POSTAL and giving POSTAL: redux, giveaway for Deponia and giving Deponia: Complete Journey is not fine. As game received by winner is different from the game that giveaway was made for.
