I try to redeem the key myself but it's already used.

I can't be sure the key is used but I think it's not. I remember its a bundle game from bundle star, and I don't use it myself. Some other game keys in that bundle was marked as received already. But maybe the vendor send the dup key?

I try to contact the receiver but he already blacklisted me on steam. I fount there's 3 messages already deleted, don't know what it said.

It's 2 month already, I don't any idea how to make things clear. I just don't know what to do now? Just leave it there? Will I be banned ?

if you got it from a bundle site, you can send a ticket or support email there and see if they provide you a working one.

If you are sure it has been activated by the winner, send a report and include proof that it was sent (email, SG won page).
If they activated the game and marked as not received the user will be permanently banned.

I won a game once and 1 month later it was revoked (game was bought in G2A). I marked it as not received, of course, and left a message to the giveaway creator. I suggest you to contact the winner before doing anything.

I don't know it's revoked or not. I don't think it's revoked. But there's some posibilities. @TheLuckyShamrock remind me it's possible.

I try to use the key but steam told me it's alread activated by another account, it's used.

First thing: no, you will not get a ban for this.

Second, the key was already used but it is not activated in his account. He could have given away to other person or maybe it was already duplicated when you sent it. Try to contact him, his steam profile allows public comments. You can get another key for cheap in Tremor Games (it's only 195 coins) if you want it to be marked as received.

If he only blacklisted you on Steam you can still leave him a message in one of his public giveaways. It is allowed because Steamgifts does not have a private message system.

Sometimes the person who gives away a key, doesn't know that a key was already used. There are various reasons for that.

I gave away a used key accidentally and the winner didn't bother to tell me, which was pretty annoying , as I had no clue, why he didn't mark it as received and didn't reply to my requests. I then figured out that I gave him an older key for the same game.

In the end I had no problem with replacing the key, but it would have helped, if the winner would have just told me from the start.

This is why you give the key in person and have him or her activate it right after you give it.

I have a similar problem, user marked a key not received after a month of having the key marked as received. My problem is that I write an email, added him on Steam, left profile message, chat messages, and he didn't write a single character back. I'm really thinking that all I have left is to contact support on the assumption that since it was his first win, he didn't activate it on his account and tried to just mask a probably honest mistake with this.
