that #1 is a great way for THIS guy to get suspended (if the mods actually still do that stuff), because the gifter can prove he sent it, but the guy hasn't activated it. at that point, region locked or not becomes redundant.

he should return it, tell the gifter that its locked, give the gifter a chance to fix the problem, and if he doesn't, mark it not received after a week.

Actually, you're wrong. If he does not provide a region-free copy he is in violation of the guidelines and you should mark as NOT RECEIVED until and if you get a proper ROW/WW copy.

On http://www.steamgifts.com/about/guidelines it clearly states:

Gifts should be region free, and available to all users.

Exactly, it should be marked as not received. If you keep the game on your inventory or you return it is entirely up to you, it's OP's fault for not reading guidelines and comments I assume, since pretty much always there's a user who points out a warning before the GA ends.

no its not, because, as i said which seemed to have flown over both your heads, if he KEEPS the gift and marks it not-recieved, he WILL look like a regifter, because the person who made the giveaway can PROVE to the moderators that he GAVE the gift and that it WAS relieved. once he proves that, the region locking becomes a 'my word vs yours' scenario, and it makes the receiver look GUILTY, because receiving games and not marking them as received is something regifters here do.

which is why i said he should simply refuse the gift, give the guy a chance to fix it, and then wait 7 days... but TAKING a gift he cant use and then trying to argue it was a locked gift, is the WORST thing he can do in this situation (not to mention, its a shitbag thing for someone to do here anyway)

ADDITIONALLY, given all the changes valve has made with region locking, and how difficult it sometimes is to know if your gift is region locked as well, combined with the fact some people here are newbies when it comes to gifting, isn't it possible the gifter made an innocent mistake? why do you think its ok for the winner to take his gift, regift it (what else could he do with it?) and not give the guy a chance to fix the problem? this COULD be an innocent mistake, and you're suggesting the winner behave like a douchebag towards him.

Region restricted gifts/keys are not allowed on SteamGifts, so there is no need for any clarification on this matter. Giveaway creator takes full responsibility for delivering the gifts to the winner. Winner takes full responsibility for leaving correct feedback.

You got a point, regifting is like receiving it... BUT regifting isn't allowed normally! However the one who receives the region locked key may hold to it until the GA creator sends the right key, and in the case that the creator puts a ticket to you as someone who got the game and marked him as "not received" with proof of sending the key I suppose you would get banned right away, or do you think support will try to contact you first? Also if the winner choses to regift is because he/she can't play it so he/she got the short end of the straw there.

In any way, if a creator send you a locked key then I think it's more of his/hers responsibility to accept that it was a mistake, I don't think that it's mandatory to have to send back the locked gift... if the creator then sends you either a ROW key or one that the winner can use then it should be fair to send it back, but if he/she doesn't, then at least the winner should be able to regift it as a private GA since the winner can't even play what was won, in this case you SHOULD put it as received right? But what if you win it again and get banned for just being a regifter? It's not fair to you.

This region locking should be addressed either in what to exactly do on the FAQ/Guidelines or a better solution when creating GAs, but right now everything is pretty much a void in the system.

did you even read what i wrote? if he KEEPS THE GOD DAMN GIFT, EVEN IF ITS REGION LOCKED, and marks as NOT RECEIVED, then the gifter CAN. ARGUE. that the guy who WON THE GIVEAWAY regifted it - because he CAN prove that he SENT the gift and that it was RECIEVED. READ WHAT I WROTE FFS. HE CAN. NOT. KEEP. THE. GIFT. AND. MARK. NOT. RECEIVED. i do not know how much simpler I can write that without using crayon, because IF HE DOES THIS, it makes the situation difficult to prove or resolve, which is WHY. HE. SHOULD. NOT. DO. IT.

the ONLY thing he should do, as i clearly said, was RETURN the gift, give the guy a chance to fix the problem, and then mark not received if he wont.

P.S. if youre the kind of person on this site who sees nothing wrong with taking a region locked gift that was given in error in order to retrade it, then calling foul on the gifter, then feel free to ignore everything i said, because that would be a really shitty thing to do, and i'll never convince you why it would make you a bad person.

and then the gifter can ARGUE thats not his gift, hes gotten it from somewhere else. why is it so hard to understand that once someone takes OWNERSHIP of a gift, it becomes a nightmare to PROVE anything beyond the fact that a gifter sent a gift and the winner received it...

this is why its so much better for the winner to just not accept the gift (or return it if it was in their inventory) to avoid any risk or confusion that they themselves might get a suspension for suspicious activity... its not worth the hassle for a region locked gift.

You are absolutely right, this region locking IS a nightmare, specially for newbies or lazy users who don't read the FAQ/guidelines. But I wrote just now a scenario: You return the gift, the creator sends a support ticket with proof that he sent the gift, you get banned for 3 days, you had no chance to appeal, you did not get the game you won and you didn't even had the chance to gift it to someone who CAN actually play the thing.

You're f*cked no matter what you do. No one can assure you that you will be sent a ROW key from someone who made a mistake : /

even a mod responded SAYING that accepting the gift creates a difficult situation. the ONLY reasonable and proper solution is to refuse or return the gift, file a support ticket explaining what happened, and then contacting the gifter to see if they will fix the problem.

the MOMENT you accept a gift, it creates a totally unnecessary problem, and you will never be better off if you accept a gift and then look guilty for not adding it.

If someone started gifting without reading the rules it's their responsibility, if you drive a car without getting your license and crash into someone else in the road then the fault is yours for not been qualified with the minimum requirements

you're advocating ACCEPTING a region locked gift for the purposes of REGIFTING (against site rules - its just as bad if not WORSE than region locked gifts) and then complaining you didnt get a useable gift... this is beyond rediculous, i dont even know how to respond to it.

why on earth would you advocate accepting a gift with the plan of regifting, when you yourself can not use it? how is that even a solution worth defending?

Yes, yes I did. I just think that you can hold to the wrong key as an insurance policy that's all, I wouldn't approve to someone regifting it and also expecting to get a ROW key.

Also "the simplest" thing would be to refuse or return the wrong key, however that's not fair at all for the winner since he/she could end up completely empty handed... worst case scenario he could try to trade or regift the locked key, in which case it becomes quite muddy if the winner should mark as GIFT RECEIVED.

I've seen Origin GAs too, that can get quite messy too.

Technically, marking it unreceived would still be correct, since they didn't receive a region free copy as is required if it was from a public giveaway.

But, yeah, they should still do what you said.

if it has no red tag saying it can be activated only in certain countries, then this means it's ROW. Also when buying games as a gift, a red text appears warning you about region lock, so its not possible to miss, it happens only in specific areas, Russia and CIS, South America, Singapore, etc.

It's not actually allowed to put that restriction on a public giveaway. You can ask nicely that people not enter unless they're in the region, but if someone out of region doesn't read that, enters, and wins, the creator is the one who's considered at fault.

If it doesn't activate, return it. Let the creator either re-roll or delete the giveaway. A lot of games are getting retro-locked, so it's not necessarily the fault of the creator. Be understanding.

I think we're in agreement. I did state that the winner can let the creator delete the giveaway. Some people in this thread and others have demanded that the creators go buy a non-restricted copy. To me that's just rude. If it's clearly a mistake, no need to penalize a member who had good intentions by demanding he / she pay out more money or by putting a black mark on his / her record.

At least before joining a GA check the desc if its Region free. Even if its not allowed some people still post GAs and write it on there GA that its region locked I dont know if you understand what im trying to say here but I think people should pay abit more attention to what they are joining before joining it

Contact the giveaway creator to let them know and return the region restricted copy. If they cannot provide you with a copy you can activate, mark the giveaway as Not Received after 7 days have passed (you need to have returned the gift to them). You can contact support with more information, also, in case you require further help.
