Be sure you don't own the game before entering GAs for it. This is one of those games where SG fails to see that you own it, even after you have activated it, and synced your profile with SG.

I found this out, because I won a copy, activated it from the steam gift email that followed, synced profile, and noticed that Endless Space Collection giveaways were still showing up in the giveaway feed, despite my preference to auto-hide owned games.

If you're gonna PSA it, you may as well include that anyone who owns the base game already has now been upgraded to the collection for free.

i do own endless space, still it neither says anything about colelction nor does it show disharmony in my dlc.
even on the store page for disharmony it doesnt say i own it.

It doesn't for me, either. It's really wonky. I also can't see any place where the devs officially announce it, either. However, the store page for the base game now only shows the collection available for purchase, and SteamDB entry also confirms the emperor edition has been updated to the collection- and as the primary thread indicates, I'm not alone in seeing Disharmony show up in my owned DLC box [and while I did for some reason have to reinstall the entire game to do get it added, I did confirm that Disharmony does install properly].

From what I can tell, the DLC's store page was also updated to [a different ID for] the Collection, so the store is currently viewing the Emperor Edition and Disharmony as two different versions of the same base game (which is what is causing it to give such contrary results).

Have you tried the usual fixes yet? Like restarting client, restarting computer, verifying file integrity, staring at a mirror and glumly wondering why you ever purchased Valve-related products in the first place?

restarted client + pc yes, cant verify game files for something i dont have installed. never starred into a mirror doing that :P

In Client: Help > Steam Support > [Type in game name], click on game.
After clicking on the game, it should have a line saying "DATE - Activated as part of: LABEL".
That label reads "Endless Space - Emperor Special Edition" for me, does it read the same for you?
Perhaps somehow you got a different version of the base game than most of us.. :X

If that reads the same, you can get your exact appid through the following process:

Login to your Steam account
Go into your Library
Right click the installed game and choose "Create desktop shortcut"
Go to your Desktop and locate the new shortcut
Right-click on the shortcut and select Properties
As soon as it pops up, you should see a 'URL' box that reads steam://rungameid/[AppID].

You can pull the steam AppID off that, and cross-check it against the store page, or steamdb.

Yours doesn't say Special Edition, and given that (as I understand it) the game was designed English-first and then had language packs added to it, that shouldn't be due to regional difference. Doing a bit more research, I think I understand what the issue is:
The game originally had three versions [Admiral Edition, Emperor Edition, Gold Edition]. Gold got renamed to Collection, and Admiral Edition got a free upgrade to Emperor, seemingly leaving us with just the two versions of the game we've had up to this point. However, with the current content change- and given your lack of upgrade- it seems likely that only editions which were Emperor to begin received the free upgrade to Gold/Collection- versions which were originally Admiral may not have received a second upgrade, and thus are still only equivalent to Emperor.
This actually seems to be an oversight rather than intentional decision, given the implication the posts the developer made about the original upgrade to Emperor, so perhaps contacting the developer may save you an unnecessary purchase. According to the developer, you should be able to determine what your original purchase was, by checking your activation history. I'm not sure if that's still true, but it may be worth a look.

I was just thinking of making a thread called "PSA: Endless Space Collection on Steam for $1", because a significant number of people who are entering all these giveaways are not going to win and could just buy it for a small price, and would probably be willing to. They just, maybe, don't know it's on a big sale.

I know there's already been a thread about this, but it hasn't been bumped in a while, so could you add "(on Steam for $1)" to the title of yours? I think it would help people. Of course, when one sees a million giveaways pop up suddenly for one game, one ought to check out where it is that it's cheap... But I guess not everyone understands that.

Well I got my level reduced after this giveaway :/
As soon as I delivered the game I was level 3, a few hours later and I'm level 2... I think they considered it a bundle game hence the reduction
