Is this a valid and safe way of trading? offering a steam key of a game in exchange for a digital steam card? can the sender of the digital gift card take back the money afterwards if they email steam or something?

Generally yes. I have never seen a case of someone taking back a steam giftcard before but I could be wrong. TF2/CS:GO keys are also completely safe and chargeback free.

It has also been used in scams successfully before. Just like the game keys can be revoked later because of fraud. That's why most trading sites have some kind of feedback system to have some idea who you can trust.
