The way I understand it, Valve removed the adult-only game from the regular game's package and told the dev to not promote it in this way anymore. And the dev is left scrambling to find a way to restore the game for everyone that lost it in the process.

No actually. The current "bundles" are not "sub" and they work in a different way. You're actually purchasing all the individual items in a "bundle", but with a reduced price. The way they had done it before was to simply add the unrated version to the original game "sub" which is the stadard way to do it, but Valve decided that the regular and Adult-only games could no longer be included in the same sub since someone who buys the original game might not want the unrated version.
Those bundles are also a "we're not sure how to fix it so here's a partial fix for now" to allow people to get the game back if they don't want to wait for a different solution.

From what I heard, this bundle happened because the devs had no idea how to distribute the Unrated Version back to people who previously owned. Apparently, they don't know much about the marketing rules on Steam.

I'm not defending Steam, but how many times have you seen Steam doing something similar? In 9 years as a customer of the platform, I can say that this would be the first time. So I don't think it's likely Steam's fault. But if you stop to connect the dots, you'll realize that the developers are acting suspiciously, and that just indicates a dirty move motivated by greed on their part. How many games have not had 100% discounts? I've already caught countless.

I think, it is more Steam's fault than Madmind's. Steam doesn't sell games with explicit sexual and pornographical content in germany. The Unrated version of Agony has just that and the old bundle was kind of a "Workaround" to get it in germany as you can't buy it separately.
And Steam wanted to edit the bundle so that it complies to their own rules.

Hello guys, as you can see, we've set up several separate bundles for different regions, depending on the minimum price that each region allowed us to get away with. It ranges from 65 to 95% off.
It's worth mentioning that this is a temporary solution and the only one available to us using our tools. We are, however, contacting Steam and GOG as well to ask for a significant number of free keys for Agony UNRATED (for those who are unaware, devs can't generate a big number of keys without giving the platform owner a good reason to do so).
If they provide us with those, we'll set up a system where Agony owners will be able to claim their lost copy of the game. Stay tuned here or on our Discord to get an update on that.

In Poland I see Unrated Update for Asia (96% off), Unrated Update for US (95% off), Best 2019 Polish Horrors (87% off) What a mess. Anyway I will not buy anything again what I bought already. It is almost like a award for a scamer (developer who made this mess).
BTW: Why it is not 99%/100% for all?

After pages of feedback about some regions not being able to buy the bundles because of minimum price restrictions of steam, they still continue to make the same mistake or intentionally ignoring it. I don't care about this game, but I'm wondering if what they say is actually possible? I'm relating to when I got SUPERHOT: MIND CONTROL DELETE just added to my library just because I owned SUPERHOT. Or Skyrim Special Edition for having all DLC in original Skyrim. Why wasn't this a solution here, why do people need to buy this?

I find this absolutely hilarious how most people complain not about situation with the game in question, but about Steam one more time letting them realize their place in the pub/sub hierarchy.
